Only 5 Per Cent of Australian SMEs Are Truly AI Enabled Despite 41 Per Cent Using AI Tools

The gap between using AI and being AI-enabled is now measurable. According to the Australian government's AI Adoption Tracker, run by the Department of Industry, Science and Resources in partnership with Fifth Quadrant, 41 per cent of Australian small and medium businesses are now actively using AI tools. That number has grown from 36 per cent just two quarters earlier.

But there is a more important number in the same dataset. Only 5 per cent of Australian SMBs are truly AI-enabled. The definition matters here. Truly AI-enabled means having embedded strategy, trained employees, and centralised data. Not just a subscription to a tool. Not just someone on the team who uses an AI assistant occasionally.

The gap between 41 per cent and 5 per cent is where most Australian businesses currently sit.

Around one-third of SMEs say they do not know where to start. That is not a technology problem. That is a readiness problem, and it does not get fixed by buying another tool.

Approximately half of the businesses using AI at an intermediate level are not seeing measurable returns. This is consistent with what happens when a tool is switched on but the process underneath has not changed. The people using it have not been given a framework for where or how AI fits into their work. So the tool becomes something people open occasionally, not something embedded in how the team operates every day.

The tracker surveys 400 SMEs every month across all states. Services and retail sectors are leading adoption. That pace will continue to accelerate. What will not automatically follow is the capability to use it well.

The difference between being an AI user and being AI-enabled is preparation. It means having a clear view of where your team spends time, which processes are candidates for AI support, and what training your people actually need. Not a one-day workshop. Not a prompt guide emailed to the team. A consistent, structured approach to building capability across the organisation.

The government data makes the problem visible. Only 5 per cent of Australian SMBs have done the work to become truly AI-enabled. The gap between that number and the 41 per cent using AI tools is the real question for business owners right now.
